RR Board Pre-Meeting
Present: Judie Sarff, Dave Mayer, Gene McNeil, John Koppang, Mike Campbell, Kevin Danby, Mike Wyman and Dom Effray
Meeting called to order by Judie for Bill Cook at 10:35AM
Minutes of January board meeting read and approved.
1. Review of general meeting agenda and presentation.
Ballot count from Sam Barnes stands at 303 and we need 326 for a quorum. We usually get 20 to 30 additional ballots cast at the meeting so should be OK to proceed with the meeting this time again. Faced with declining or marginal participation, we should consider modifying the requirement for a quorum given the cost and inconvenience to members for sending them home and starting all over again.
2. Kevin asked for us to develop a policy concerning how to handle requests for detailed financial information. Given that members are entitled to that information but some of that could be considered somewhat confidential and not necessarily for general public dissemination. As it stands today if someone wishes to view any particular information they should contact Kevin for an appointment.
3. Lot sales opened up for the New Year with members on the list notified first and others contacted also. So far it appears that there is still a healthy interest in Rimrock property.
4. There is a County regulation on the number of buildings allowed per lot. Some of our members are way over the limit. We need to notify those that are out of compliance.

February 2009 Annual Meeting Of the Rimrock Meadows Association

Meeting called to Order by our Vice Chairman Judie Sarff at 1:01 PM
Introduction of the Board.
Kevin called for a show of
hands for those who planned to vote at the meeting. The count verified that we
had a quorum.
The meeting objectives and norms were explained such as explanation of
proposals, introduction of board candidates and where to turn in the ballots.
Treasurer’s report: Kevin reviewed the Rimrock budget summary starting with income. The two main categories being dues and lot sales are projected to be similar to last year. On the expense side the big change was fuel and for 2009 it will be property taxes as the County raising everyone’s property taxes. A comparison of Income and Expenses from 1996 to the present shows that income peaked in 2007 and that we are in excellent financial shape.
Question about tractor repairs which were done this year that should keep us running for another six or seven years.
Election of Directors: Fred Durbin, John Koppang, Dave Mayer and Scott Rukke were elected to the positions open on the board.
Advisory Vote: The membership is in favor of continuing with fall cattle grazing. Also most members were comfortable with accessing the Rattler through the internet.
Proposed Amendment. Proposals #2, 3 & 4 had the approval of a large majority of the membership.
Manager’s Report: Kevin presented service awards to retiring board members for their contribution.
-Reported that we had less snow, more wind and less sunshine than on previous winters that should make for better road conditions in the spring.
-The County road is repaired from Ephrata to Rimrock but not all the way to highway 2.
-The cattle guard is in on the corner where the Welcome to Rimrock sign used to be so being careful there when the road is wet.
-The basalt columns are being installed at the main entrance road to Rimrock and should be in place within a few weeks.
-Get ready for some bright colors in the washrooms
-Explained the new regulations in effect for pool drains. Main pool is compliant but the kiddie’s pool may need to be closed down. The regulations are not yet crystal clear but we will know before pool opens in the spring.
-Lot sales starting out good but hard to tell how that will last.
Questions: Someone asked again if we could relax the 180 day stay. Kevin again stated that the Rimrock covenants were more generous than the County regulations and so long as we managed ourselves there would be less incentive for them to come over and enforce the County codes.
-Could we install security cameras around Rimrock to identify those who commit break-ins? Since Rimrock is open range there is no way to monitor the perimeter of 4300 acres
-Is a cell tower still a possibility somewhere on Rimrock? There has been some consolidation with cell providers and our request is in limbo for the moment.
Good of the Order: This year’s quiz centered on Rimrock trivia. We all relearned something about RR while having a good time.
Finished up the meeting with a drawing for some cool door prizes.

Held nominations and voted for Officers and Committee Chairs
For Officers:
-Motion by Mike second by Dave to have Bill Cook to continue as Chairman with all in favor.
-Motion by Mike second by Fred to have Judie Sarff serve as Vice Chairman with all in favor.
-Motion by Judie second by Fred to have John Koppang take on both Treasurer and Secretary positions with all in favor.
Committee Chairs-Mike Campbell agreed to head up the Activities Committee
-Dave Mayer volunteered for Communications and Conflict Committee
-Pete Saflund to continue for now on the Planning Committee
Motion by Fred to discontinue the July open meeting and to have it the next year if there is a large interest from the membership. Seconded by Dave. Motion passed with all in favor.
Held a discussion on tracking member stay with the intention of enforcing the 180 day stay rule.
Next meeting will be in Ephrata on May 2nd.
Will set a date for a July potluck barbeque then.
