September Meeting of the Rimrock Board of Directors

 

Present: : Bill Cook, Kevin Danby, Gene McNeil, Curly Clark, Judie Sarff, Carolyn Johnson, Dale Knowlton, Dom Effray, Jon Clark

Call to order @ 9:05 AM 

Committee Reports:

Planning: Kevin – All new buildings under 200 sq. ft. One complaint about a trashy property and the owner responded positively. Kevin still plans to hook up with Pete to conduct a survey for derelict structures. 

ATV: - Rules are all printed and posted. Problems came mostly from Dirt Bikers in full armor. While we appreciate the fact that they are wearing their safety gear, there really isn’t any place on Rimrock for that kind of riding. Discussion on how to handle those that chose to ignore the riding rules. We could encourage the membership to report violators.

            There was a motion to have Kevin or Bill write to those responsible revoking their ORV driving privileges until they give the Board the assurance that they plan to abide by the rules.

            Kevin will look into the possibility of creating an ORV page on our website where we can post the rules, list nearby ORV parks, and display names of current violators of the ORV rules and any other related information. 

Com & Conflict: - Judie   Nothing to report.

Old Business
:

Patio improvements. Turned out to be very well received and very well used. Some people felt like intruders when they shared the facilities even though it was designed to accommodate several groups simultaneously. May want to have a sign that reads (Open/Reserved) for those times when the patio is reserved for a special event.

Security on Labor Day. Curly reported that things went well and that may be due to the fact that he was very visible early on. He was on duty between 4PM and Midnight. Bill believes we should have a security policy so everyone understands the duties and limits of the security force including their equipment. Curly and Gene will work up a draft policy for the next meeting.

The Johnston letter. The board chose to take no action at this time.

 New Business:

            Reviewed the projects planned to start or complete before next spring.

-         Pool repairs, mostly plaster and tile work with some caulking to protect from further damage

-         Paint bathroom floors, showers and kiddy pool with epoxy paint.

-         Add new toys (equipment) to kids play area.

-         Add irrigation to spaces 7 through 15 and plant trees in the spring.

-         Repair the Tennis court.

-         Weed control

-         Road repairs

-         Winterizing

-         Repair /  replace Rimrock highway signs

-         Trip to the dump.

Other items to come up for discussion:

-         At some point we are going to have to comply with the American Disabilities Act and provide wheelchair friendly access starting with the Club house and the bathrooms.

-         Computer usage is way up and we may have to impose some time limits so all that need to use the computer get a chance.

-         Member identification. No way to manage this at the present.

-         Replace the roof on the manager’s house.

-         Board elections. Gene, Curly & Dom up for re-election and Carolyn times out.

-         Potentially controversial ATV rules to the membership for an advisory vote in Feb.

-         Fire protection. Two options: 1) Contract with Fire district 13 for a yearly fee. Or 2) Petition to be annexed into Fire district and all members pay an assessment on their property taxes.

Motion by Judie to contract with the Fire department for one year’s coverage and see how that works out. Seconded by Gene with all in favor.

 Manager’s Report:

          It’s been a good summer with no major issues and only a few incidents of bad behavior from members or guests. Rest already covered earlier.

      Budget:

            Lot sales have been spectacular to date we are still getting inquiries. Lot prices have been adjusted in response to increased interest in Rimrock property. To date approximately half of total lots available have been sold. Douglas County is preparing to give us real addresses instead of lot and division numbers.

 Next board meeting has been changed to Jan 13th; the annual meeting is on Feb 25th
